Sor Lo was born in Laos and grew up in Thailand. He speaks Hmong, Lao, Thai, French, and English. He worked for American Friend Services Committee, CAMA Services, INC., International Committee for Migration, and the United Nations High Commissioner for Refugees in Thailand from 1980 to 1988. Sor also worked for Butte County Department of Social Services, Hmong Cultural Center of Butte County, and Chico Senior High School in 1999, after he graduated with a Master Degree in Political Science from California State University, Chico.

Sor was originally hired to work for Independent Living Services of Northern California as a Systems Change Advocate in November 2006. Sor affiliates with the following committees or organizations:
